Context And Mission
Reporting to the Head of Finance, she / he will ensure the implementation of Purchasing policies and legal procedures concerning to public tenders.
The final candidate will ensure optimal supplier performance and price, developing and implementing a strategy to ensure the function is operating in line with the objectives of the Center to add value.
Key Duties
Design and manage the process of purchasing orders
Elaborate and process the documents for the contract files, from the need of justification to proceed with the contract until the draft of the administrative clauses and the closure of the file
Management of administrative contracts (supplies, works, services and consultancies)
Establishing and maintaining measurable performance metrics for all levels of procurement activities to include but not limited to supplier performance, supplier quality, internal order placement performance, buyer activity levels, financial (AP) performance, and material shortage elimination
Report to management the measurable status of progress and corrective actions as it pertains to supplier performance
Negotiate and execute purchase orders or vendor contracts as needed to support the critical business needs
Manage material flow to insure inventory is maintained to the optimum level to support on time customer deliveries while keeping inventory holdings at the appropriate levels
Manages all activities that develop relationships with suppliers
Manages materials savings initiatives in line with profit plan and overall BSC objectives

Education
University degree in Law, Business or Similar
Master Degree in Procurement Management, Finance or Business Administration
Essential Knowledge and Professional Experience
5 years of experience in a similar position
Proven expertise in Spanish public tenders and contracts
Experience in a Research or Academic center will be valued
Additional Knowledge and Professional Experience
Excellent verbal and written Spanish and English. Other languages will be a plus
Excellent skills in Microsoft office (Advanced level in Excel)
Advanced user of ERP system (SAP Business One or similar)

The position will be located at BSC within the Management Department
