In our EMEA Consumer Compliance Organization, we are looking for a Compliance Manager - EMEA Payments Regulatory Compliance to join our Compliance European Payments Advisory Group ( CEPAG ).

This position will play a critical role within the EMEA Consumer Compliance Organization to drive the response to the ever changing Payments regulatory framework in the Region.

The position will be key to build, manage, and lead an effective EMEA framework for compliance with applicable laws and regulations in key sectors such as Payment Services and Consumer Protection.

Beside supporting the Compliance Director EMEA Payments Regulatory Compliance and the EMEA MCO Community, this position will also work in close cooperation with other departments such as GCO, Government Affairs, LOBCOs and Operational Excellence to build a common platform across European markets and facilitate the adoption of a consistent Compliance strategy and oversight (including impact identification, requirements building, assisting development of 2nd line testing, Smart Monitoring KRIs etc.)

This position will also facilitate awareness, communication and escalation of matters related to payments regulations, so that risk can be promptly understood and timely mitigated by the Company.

This position will report to the Compliance Director

Primary responsibilities include :

  • Supporting the Compliance Director in providing centralized Compliance support and advice across EMEA on key regulatory issues in the payment services sector for the Consumer business (e.
  • g. PSD2, IFR, SEPA, EU Retail Payments, Digital Finance Strategy and Consumer Agenda, Consumer Credit Directive), to determine compliance strategies and internal policies and procedures;
  • Supporting the Compliance Director in delivering an early Compliance impact assessment of new regulations, to ensure the timely implementation of requirements and controls through the RCM process;
  • Supporting the Compliance Director in ensuring the documentation and accelerating the harmonization of compliance requirements across EU markets;
  • Facilitating awareness, communication and escalation of matters related to payments regulation, supporting responses to actual or potential risks;
  • Supporting the Compliance Director in building a structured program of reporting to regulators, including a database of historic submissions sent to regulators in connection to EMEA Payments regulations;
  • Working in close cooperation with other AXP departments in the Region such as GCO, Government Affairs, Operational Excellence as well as MCOs and LOBCOs, to build a robust common platform across European markets and facilitate the adoption of a consistent Compliance strategy and oversight impact identification, requirements building, assisting development of 2nd line testing, Smart Monitoring KRIs etc.;
  • Working in close cooperation with other AXP departments in the Region such as GCO, Government Affairs, Operational Excellence as well as MCOs and LOBCOs, to respond to consultations and support lobbying efforts, interact and / or advise on interactions with, and to ensure a continuous regulatory horizon scanning;
  • Supporting the Compliance Director in driving awareness and knowledge of payments regulation amongst EMEA Legal entities.
  • Offer of employment with American Express is conditioned upon the successful completion of a background verification check, subject to applicable laws and regulations.

    Minimum Qualifications

  • At least 6 years of experience in compliance and regulatory matters, preferably in banks / financial institutions;
  • University degree (Law / Economy degree);
  • Significant and proven experience advising on EU Payment Services and Consumer Protection-related regulations;
  • Intellectually strong with sound judgment;
  • Excellent interpersonal skills at local & international levels;
  • Excellent organizational and planning skills;
  • Self-motivated and positive thinker, creative and team-player;
  • Able to manage multiple projects simultaneously and ensure constant project monitoring and execution;
  • Strong communication and influencing skills;
  • Excellent leadership and negotiating skills, personal excellence and accountability to drive winning solutions;
  • Ability to work under pressure with multiple tasks;
  • Excellent knowledge of English language, spoken and written. Knowledge of additional European languages (particularly Spanish, French or German) is a plus.
