Action Against Hunger is an international humanitarian organization that fights against the causes and effects of hunger.

GENERAL DEPARTMENT OBJECTIVE
The objective of the Operations Department is to provide an agile and quality response to vulnerable populations, as well as to affect the root causes of their vulnerability and the policies, through analysis and mobilization of public opinion, donors and politicians.
The department leads the response to new challenges in the fight against hunger by adapting its response (strategic approaches, emergency responses, management etc.
to new contexts, enhancing synergies with other departments, headquarters and with complementary actors.
Key activities in your role will include
Working within the Emergency Pool, the Emergency ADMIN / FIN / HR Coordinator is responsible for :
Running emergency administrative, financial and staffing responses and to set up administrative and financial procedures to be followed during an emergency response operation, especially those procedures defined by AECID.
Guarantee financial transparency and optimized management of the financial resources of the interventions under its responsibility.
Acts as a focal person for rapid deployment of personnel to locations where emergency operations are undertaken.
Objetive 1 : Responsible for the full administrative and financial management of the Emergency Convenio project as well as other projects that may directly manage the Emergency Pool.
Review and validation of AECID Convenio and other emergency proposals to donors, including AECID Convenio activations.
Analytical codification in order to develop a full financial and management analysis of emergency projects.
Budget follow up of AECID Convenio and other emergency projects.
Production of donor financial reports.
Production of relevant KPI of execution.
Review, negotiation and validation of partner and counterpart agreements.
Process Procurement of goods and services.
Follow up and financial validation of any procurement charged to AECID Convenio and other emergency projects managed from the Pool.
Process Treasury management.
Cashflow forecast, including needed transfers to the field, regading AECID Convenio and other emergency projects managed by the Pool.
Process External audit response.
Coordination of the response to extgernal audits and donor requirements of the AECID Convenio and other emergency projects.
Update og Gespra and Agresso according to the procedures in place.
Objective 2 : Strategic follow up and financial planning of the Emergency Pool structure.
Process Mission yearly planning and follow up.
Leads and coordinates the yearly budget elaboration for the Emergency Pool as a mission .
Follows up using KPI execution and signature objectives of the Emergency Pool.
Participation in the definition and fulfilment of the Finance and Operations departments yearly objectives.
Process Financial management of the structure.
Emergency Pool cost structure definition, planning and cost recovery.
Follow up of allocation and justification of all costs linked to the Emergency Pool.
Production of financial and risk analysis as well as financial scenarios which allow for decision making.
Financial strategy of the Emergency Pool.
Process Monitoring and Evaluation.
Identification and global follow up of any risk in emergencies that can have financial impact.
Monitoring of compliance, corruption and fraud risk linked to the implementation of our emergency activities.
Definition and validation of the Emergency Pool Cash Management Policy (CMP).
Assures the liquidity of the Pool and manages its treasury flows and needs.
Objective 3 : Coordination from Finance of the response to mission emergencies and filling of any required gap to support a correct implementation of our activities.
Process Project budget follow up.
Review and validation of any project proposal linked to the emergency operations of the mission in which the Pool is involved (informing the mission financial manager).
Participates when needed in the analytical codification of emergency new projects.
Participates when needed in budget follow up of emergency new projects.
Participates when needed in financial drafting and validation of MOU and other agreements with partners in order to implement budget emergency new projects.
Process Financial management of the structure.
Definition and follow up of a Master Budget Plan in order to ensure an appropriate and global financial coordination of the response to an emergency.
Process Integration of new recruitments.
Support as Admin Coordinator in-place in missions where an emergency requires direct this support.
Gap filling in already established missions when there is a hard to fill gap and this gap is making difficult the correct development of the organization objectives in the mission.
Participation when needed in exploratory missions (MEX).
Objective 4 : Support in the systematization of the organization response to emergencies.
Process Monitoring & Evaluation.
Support in the production of emergency preparation plans .
Update and digitalization of emergency monitoring tools.
Do you meet the profile required criteria?
Graduate in Management, Economics, Business Administration or equivalent.
Deep knowledge of donor administrative and financial guidelines for humanitarian aid interventions. Strong knowledge of HR management.
Minimum 3 years of experience, preferably as field administrator of emergency operations.
Good knowledge of surge capacity’s mechanism and / or roster system in humanitarian context. Knowledge of humanitarian principles.
Knowledge of the AECID administrative and financial guidelines and procedures.
Previous experience in Action Against Hunger is a plus.
Fluency in English and Spanish, French is an asset.
Master of MS Office. Very advanced level of Excel. Accounting packages (preferably Agresso).
Mobility : Depending on the missions, up to 70% of the working time. Availability to travel with 24 / 48 hours’ notice
Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
