The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following : I /

SCOPE /

The Chapel Ecumenical Youth Program is established to provide extracurricular ministry activities to the youth of the community (grades 7-

12), in a positive and safe environment that enriches the spiritual growth and well-being of the students, and at the same time exemplify sensitivity to a pluralistic and multi-faith religious community /

The program will be in keeping with the Chief of Naval Operations Sailing Directions for family readiness /

The program director will provide, as a non-personal service, an ecumenical (Catholic, Protestant, or other), spiritually based outreach ministry that is relational and spiritually focused /

It is intended to support the emotional, relational and spiritual needs of the students /

Given the intensive focus, scope and depth of this relational ministry, it is well beyond the normal scope and duties of U /

Naval Chaplain service personnel /

QUALIFICATIONS /

Possess legal status to reside in their place of service /

Possess a stateside driver’s license for any non-commercial vehicle with a GVWR less than 26,001 lbs (i /

FL : Class E) /

Bachelor degree in Youth Services or Religious Education (preferred) or have no less than one year documented experience with youth ministry, teaching / working in a military chapel or civilian United States congregation /

The program director will have an in-depth working knowledge of military youth, ethical values, social issues, and military lifestyles /

The program director must be able to work within a military structure and environment /

Knowledge of Scripture and the basic principles of youth ministry /

Current CPR and First Aid Training Certification /

If none, complete classes within the first thirty days of performance /

Certifications must be maintained current) f /

Complete Food Handler's Training within the first ninety days of performance /

Sufficient professional abilities and human relations skills to manage a youth ministry program, including recruiting, training, and leading volunteer youth worker assistants /

Possess a professional working knowledge of current youth ministry, material and literature /

Demonstrate a spiritual maturity in accordance with the tenets of the applicant's faith group /

RESPONSIBILITIES /

The program director shall develop a program that is designed to meet the community needs based on the Performance-based Work Statement requirements to ensure an effective youth ministry program /

This program must address the following areas : a /

An annual calendar of events to establish planning b /

An annual budget estimate for each scheduled activity c /

A core curriculum developing social, ethical and religious topics to develop life skills d /

Appropriate advertising of weekly, monthly and special events e /

Properly screen and train adult and youth leaders f /

Database of parents / participants g /

Service projects i /

Become certified in the Family Enrichment Retreat model used by CNREURAFSWA, in coordination with the CREDO Director and CREDO’s Family Enrichment Program (FEP) /

The program director shall submit in writing all planning items listed above to the Command Chaplain for approval no later than the 5th day of the second month after the effective date of the program director /

No advertisement of proposed event or activity, either printed or verbal, will be released until approved by the Command Chaplain /

Senior High Youth Meetings : The program director shall conduct 36 weekly senior high school (9-12th) grades youth meetings /

These meeting will last at least one (1) hour, and shall have a Christ-centered content and be structured so that youth will meet, learn, and growing spiritual and ethical values, character building, social issues awareness, and life-style choices /

The same emphasis shall be applied to the small group meetings, day events, and retreats /

Senior High Small Group Meetings : The program director shall conduct 36 weekly small group meetings /

These meetings will be with senior high students (9-12th grades) and will last at least 1 hour /

Senior High Day Events : The program director shall conduct at least three (3) one day senior high day activity for senior high (9-12th grades) /

Senior High Leadership Workshop : The program director shall develop, coordinate, and implement one (1) annual two day that will enable the students to fellowship, share experiences and struggles with other teens, be given appropriate religious instruction, and to be taught about character building and leadership development /

All planning, advertising, and coordination for this shall be at no additional cost to the Government /

Senior High Service Project : The program director shall plan, coordinate, and conduct a service project /

An extended service project may be considered upon the approval of the Command Chaplain /

All planning, advertising, and coordination for this shall be at no additional cost to the Government /

Middle School Youth Meetings : The program director shall conduct 24 weekly middle school (7-8th grades) youth meetings /

These meetings will last at least one (1) hour, and shall have a Christ-centered content and be structured so that youth will meet, learn, and grow in spiritual and ethical values, character building, social issues awareness, and life-style choices /

The same emphasis shall be applied to the small-group meetings, day events, and retreats /

Middle School Small Group Meetings : The program director shall conduct 24 weekly small group meetings /

These meetings will be with middle school students (7-8th grades) and will last at least 1 hour /

Middle School Day Events : The program director will conduct at least three (3) one day middle school day activities for middle school (7-8th grades) /

Middle School Leadership Workshop : The program director shall develop, coordinate, and implement one (1) annual two day workshop that will enable students to fellowship, share experiences and struggles with other teens, be given appropriate religious instruction, and to be taught about character building and leadership development /

All planning, advertising, and coordination for this shall be at no additional cost to the Government /

Middle School Service Project : The program director shall plan, coordinate, and conduct a local service project /

All planning, advertising, and coordination for this shall be at no additional cost to the Government /

11 /

Ministry of Presence : The program director shall be present with the teens, on a variety of occasions, by visiting schools, sporting events, lunches, and / or social activities where youth are expected to assemble or congregate, as well as Sunday chapel services /

The purpose is to make and build relationships with youth and to demonstrate that the youth ministry program is accessible to all youth /

Volunteer Training Workshop : The program director shall conduct one, two day training workshop designed to train adult volunteers in particular areas of youth ministry /

The program director is responsible for all planning, advertising, and coordination for this, which shall be at no additional cost to the Government /

13 /

Volunteer Training / Planning Sessions : The program director shall conduct monthly volunteer training and planning sessions, at least one and a half hours each, consisting of training in youth ministry principles, and planning for upcoming meetings and events /

14 /

Youth Ministry Reports : The program director shall provide monthly Youth Reports of meetings and events to the Command Chaplain and to any other recipients deemed appropriate by the Command Chaplain /

These monthly reports will be both quantitative and qualitative in nature /

The reports will include as a minimum : a /

An account of all meetings that took place, including the number in attendance, what took place, and the Program director’s evaluation of the effectiveness of the meetings /

Numbers shall be reported to a designated recipient at the CREDO office ICW the CREDO Director’s guidance /

A brief evaluation by the Program director regarding important issues, goals, problems, etc /

The program director shall provide weekly metric reports, to include all meetings, events, attendance, etc /

Community Youth Ministry Publicity : A Youth Newsletter shall be published, one (1) per month, with the purpose of informing parents of successes and plans for the future /

The Program director will provide sufficient publicity efforts prior to key youth activities in order to adequately keep parents and the general community informed /

The program director may use methods including, but not limited to, weekly bulletin announcements, the Intranet, yearly and monthly calendars, and verbal pulpit announcements /

Community Support Group : At least quarterly, the Program director shall conduct Community Support Group meetings to provide guidance on how parents may assist the youth ministry staff /

The Program director shall seek to maintain a harmonious relationship with the Community Support Group and will provide monthly updates to them on youth ministry /

17 /

Family Enrichment Retreat : Annually, the Program director shall work in coordination with the Command Chaplain and / or his designee to co-

facilitate no less than two Family Enrichment Retreats per the direction of the CREDO Director /

REGULATIONS /

The program director shall comply with all applicable DoD regulations, Navy Instruction and local instructions for financial management and accounting, facility use, maintenance and security /

COORDINATION /

The program director shall coordinate all support requirements with the appropriate chapel staff member(s) /

SPECIAL EVENTS /

The program director’s requirements concerning off-site retreats, special events or training : a /

After action reports (see Appendix 1) are required within ten (10) days following the completion of the event, and submitted to the Command Chaplain /

Continuity folders will be maintained with these reports incorporated into them /

The program director will ensure a parent brief prior to any overnight activity conducted away from chapel facilities /

Permission slips will be signed by guardian and be in hand before the program director will allow any child to proceed on a retreat or special event /

Parents will receive emergency contact instructions for each stage of the itinerary /

In case of deviations en route, program director will advise the supervising chaplain /

Special events will be conducted at least quarterly /

MEETINGS /

The program director will attend all weekly chapel staff meetings, planning days, and Parish Advisory Council meetings or as directed by the Command Chaplain /

SECURITY REQUIREMENTS /

All personnel employed in the performance of this contract, or any representative of the contract entering the installation, shall abide by all security regulations of the installation /

When a contractor no longer works at the installation, the program contractor shall return any government furnished identification card to quality assurance personnel or Security Forces /

BASE PASSES /

The program director will ensure that all youth workers obtain and maintain a base pass /

The program director is required to meet all US Navy security, traffic, safety, and health requirements and instructions /

All passes may be obtained from the Contracting Officer or designated representative /

The program director shall inform all assigned workers that they may be subject to search, at the discretion of the Installation commander, when entering or leaving the installations /

BACKGROUND CHECKS /

The applicant must be able to submit the following items : a /

Criminal Background Check : In accordance with DODI 1402 /

5, the Government will conduct a criminal history background check on the Program director personnel working with children /

Program director personnel receiving an unfavorable criminal background check status shall not perform the work under this contract /

Consent to the background check is mandatory /

Failure to consent to the background check will be grounds for immediate cancellation of the contract at no further cost to the Government /

In the event that a criminal history is found, the program director will be terminated at no further cost to the Government /

Child Care National Agency Checks with Inquiries (CNACI) and Fingerprint Check : The completion of an FBI fingerprint check with favorable results and submission of a Child Care National Agency Check with Inquiries to the Office of Personnel Management (OPM), or a DOD-

determined equivalent investigation is required for all program directors working directly with children /

The government shall perform security investigations on the Program director personnel in accordance with DoD 5200 /

2-R, Personal Security Program /

contract personnel shall submit a request for CNACI to the designated government official (the Unit Security Manager) within five working days from the individual’s first duty day /

Contract personnel receiving an unfavorable CNACI status shall not be allowed to perform the work under this contract /

The program director shall provide a list of specified volunteers who are over the age of 18 and will be working with children under 18 years of age /

  • These volunteers are defined as those volunteers whose contact with youth is extensive, frequent, and over a period of time;
  • to include, but not limited to, one-one interaction, extended travel, and / or overnight activities /

    Interested Candidates are requested to forward their resume together with three references from individuals who can attest to the candidate’s good work and steadiness /

    Candidates who do not possess the status presented in Qualifications above especially at lease one year coordinating a chapel Youth Ministry Program need not apply /

    This is a part-time position with compensation based on budget and the successful candidate’s experience and qualifications /
