Purpose of the Job

Tender preparation activities,in order to define the most efficient solution to be presented by ALSTOM to the Request For Proposal (RFP) issued for any customer from nomination up to Tender Transfer Meeting.


To deliver a winning bid, with a clear scope, with accurate QCD commitments, in a timely manner and within the defined tender budget that will result in a clearly defined and profitable contract.


  • Work finished before the deadline of the activity, taking into account, the general planning for the proposal preparation.
  • Quality of the documentation prepared for the proposal.
  • Acceptance and satisfaction by the customer of the proposal presented by ALSTOM
  • Responsibilities

  • Ensure that all the elements necessary for a proposal are delivered
  • Identify all stakeholders and participants involved in the RFP (Request For
  • Proposal)
  • Write and submit proposal on a timely basis
  • Organize and schedule all activities required to support tender
  • Define, lead, and manage the Tender Team
  • Assign clear and appropriate targets to the Tender Team members
  • Provide day to day leadership to Tender team
  • Identify and resolve all issues within the Tender Team
  • Take overall responsibility for Tender Management Processes
  • Manage Tender Reviews Reporting and all validation steps
  • Make sure that proposal is reviewed and approved by appropriate stakeholders (Legal,
  • Product Line, Customer Director)
  • Drive and make decisions for issues that impact at a tender level
  • Closely support the Customer Director in his / her role as primary contact with the client
  • Support the Customer Director in negotiations by providing relevant, comprehensive and accurate information as required Detail share of work with selected partners
  • Identify compliance / non-compliance of proposal versus customer requirements and internal product strategy
  • Review RFP in order to confirm that bid strategy remains appropriate
  • Ensure that standard solution is evaluated and applied to the bid as appropriate
  • Develop communication to client to highlight our standard product offer, identify implications of meeting customer requirements and alternative options
  • Ensure that QCD commitments exist for all work-packages
  • Define list of work packages according to platform standard
  • Define what the QCD targets should be in order to create a winning proposal
  • Allocate all contractual obligations to work packages
  • Manage convergence of all work-packages as an integrated whole to meet QCD commitment
  • Ensure that appropriate people from Product Lines, Support Functions and Regions are involved
  • Highlight and anticipate all potential risks and identify savings and opportunities during tender phase
  • Establish a viable plan to overcome main anticipated project risk / obstacles.
  • Obtain appropriate guarantee for plan to ensure that it can be put into action Manage tender budget and deadline
  • Establish tender schedule and milestones
  • Prepare and propose budget to Region for approval
  • Manage changes and slippages to schedule
  • Establish detailed agreements with partners in coordination with legal and in-line with strategy defined at Sector level
  • QCD when the proposal turns into a project. (Work Packages Leaders will evaluate the rightness of the proposal at the moment of the project execution)
  • Educational Requirements

    University degree in engineering related to communications, electric or automation processes

    Desired Knowledge / Experience

    Electronic / Electrical / Telecom Engineer.

    At least 3 years of previous experience

  • Knowledge of the common applications based on Windows (Word, Excel, Project, Power point, AUTOCAD)
  • Good level of English and Spanish is required.
  • Good level of French is also an additional value.
  • Sometimes travel will be required, especially during the preparation of technical solution of an specific proposal
