About Financial Crime Compliance

Barclays Financial Crime is part of the Compliancedivision and undertakes the lead role in assessing and understanding theimplications of new and emerging legal / regulatory requirements relating to AntiMoney Laundering (AML), Anti-Bribery and Anti-Corruption (ABC) and Sanctions.

We define Barclays level standards and controls in order to manage risk inthese areas. We aim to demonstrate that Barclays has the necessary controls& systems in place to comply with all legal & regulatory requirementsin every jurisdiction in which we operate.

We provide technical support to allbusiness areas concerning the governance of these controls.

Our aim is to work with the business in areas ofour responsibility and expertise to enable Barclays to achieve its strategicgoals through a strong culture of compliance that identifies, mitigates andmanages risk.

All-in-all our goal is to be the most effective FinancialCrime function in the industry.

Overallpurpose of role

The Financial CrimeOfficer for Barclays Spain is accountable for :

Provide advice and guidanceacross 1LOD and 2LOD to support mitigating Financial Crime risks.

Provide oversight ofcompliance with Barclays AML, ABC and Sanctions Policies, related standards andlocal Financial Crime laws and regulations across first and second lines ofdefence (1LOD and 2LOD).

Manage the end-to-endprocess of all Financial Crime related regulatory reporting in Spain, forexample transaction reporting ( DMO ), financial ownership reporting ( FTF ),and suspicious activity reporting (via CTL).

Collaborate and oversee theannual External Expert AML review conducted on the Branch.

Assist the Head ofCompliance Spain in the fulfilment of the compliance function and act as thedeputy in the Head of Compliance’s absence.


Providesubject matter expertise, advice and guidance to the business and other keystakeholders, including senior management in relation to the escalation of Financial Crimerelated queries and issues.

Preparemonthly, annual and ad hoc regulatory reports for the Bank of Spain andSepblac, including but not limited to DMO reporting, FTF reporting, andsuspicious activity reporting via the CTL platform.

Supportthe management and implementation of regulatory and FinancialCrime related subjects.

Monitorcompliance of the activities in Spain with applicable Barclays’ Financial Crimestandards and related local laws and regulations, identify non-compliant activitiesand monitor mitigating actions.

Report / escalate to relevant stakeholders Spain related FinancialCrime issues and provide MI as appropriate.

MonitorFinancial Crimerelated outsourced activity as well as retain oversight and provide advice tothe business for the development of new and improved processes to create bestpractices.

Actas a reporting officer and correspondent to the Spanish FIU (Sepblac) andanswer official requests.

Investigatesuspicious activities and report them to the Sepblac in compliance with Spainlaw.

Monitorregulatory changes in Spain impacting Barclays’ FinancialCrime processes and procedures, update the SpainFinancial Crimepolicies and procedures accordingly and escalate as appropriate.

Attendworking groups of the Spanish banking associations to facilitate the regulatoryhorizon scanning.

UpdateSpain training materials as necessary (e.g. change of organisation, of regulation)and deliver ad hoc face-to-face training to employees of the Madrid Branch asnecessary on Financial Crimerelated matters.

Assist the Head ofCompliance Spain in the fulfilment of the compliance function and act as thedeputy in the Head of Compliance’s absence.

StakeholderManagement and Leadership

Workclosely with the Head of Compliance Spain and the FinancialCrime teams, centrally and in WesternEurope.

Cooperationwith local stakeholders to advise on the development and maintenance of aneffective Financial Crimeframework.

Interactwith peers in Spain via the Spanish banking associations.

Actas Spain Financial Crimesubject matter expert on projects.

Decision-makingand Problem Solving

Havethe ability to work collegiately with both business colleagues and Financial Crimeteams, taking an innovative approach to problem solving and a desire to be partof a global team building the best Financial Crime systems and controls in the Industry.

Abilityto apply judgment to complex analysis to draw out key elements of advice.

Actas a trusted advisor to business teams, other control functions and otherinfrastructure areas.

Risk and Control Objective

All Barclays’ colleagueshave to ensure that all activities and duties are carried out in fullcompliance with regulatory requirements, Enterprise Wide Risk ManagementFramework and internal Barclays Policies and Policy Standards.


EssentialSkills / Basic Qualifications :

Proventechnical expertise in the field of Financial Crime including domestic andinternational laws, regulations, and best practice regarding Financial Crime(5-7 years’ experience recommended),

Fluent in English,

Experiencein managing the regulatory reporting processes behind the DMO, FTF and CTLreporting obligations in Spain,

Proventechnical expertise in understanding, assessing and mitigating the FinancialCrime risks,

Experienceof working within a highly regulated environment along with a soundunderstanding of the current environment and key issue within financialservices,

Numerate andfinancially literate; able to understand and contribute to the businessdiscussions.

Desirableskills / Preferred Qualifications :

Skilfulco-ordination in working across a wide range of stakeholders both within andbeyond the function,

Excellentwritten communications skills,

Creative andforward thinking, striving to improve and find solutions through effectiveinnovation and project management,

Highlyorganised and structured.

CBIRegulated Role

This role is deemed as a Controlled Function role under the Central Bankof Ireland Fitness and Probity Regulations and may require the role holder tohold mandatory regulatory qualifications or the minimum qualifications to meetinternal company benchmarks.
